INTRODUCTION AND DISCLOSURE

Colorado Locksmith College Inc. is in business to teach the trade of locksmithing to the public. We are located at 4991 West 80th Avenue, Suite 103, Westminster, Colorado, 80030; (3 blocks east of Sheridan Blvd. on the north side of 80th Avenue). Our Phone Number is (303) 427-7773.  We occupy 1,500 square feet of the Los Arcos Plaza, suite 103. The Owner and Director for the school is Howard Smith.

Our course was established by time studying an actual locksmith shop for 9 months. The most common customer requests were developed into the Basic Locksmith Course. We use the most common locks in America to teach with. All lessons are taught in a classroom, most are hands on training taught from poster size laminated charts.

Please Note: Colorado Locksmith College has been approved and regulated by The Colorado Division of Private Occupational Schools, Department of Higher Education Since May 14, 1987.

SCHEDUAL OF CLASSES
CLOCK HOUR
For clarity and definition of both clock hour and classroom hour: an hour shall be considered fifty minutes in class and ten minutes for a break. The last ten minutes of each class will be used to clean work areas and put tools and locks away.

Classes are scheduled for 2 hours per day. While it is not mandatory we wish students to attend 4 hours each day.

BAD WEATHER: During times it becomes necessary to close the school for unexpected emergencies, i.e..., inclement weather, remodeling, etc...., students may dial to the local news stations for announced closings or call the school. Following any closure, lessons will be resumed in chronological order.  Graduation dates will be extended as appropriate.


COURSES

Basic Locksmith Diploma -
The “Basic Locksmith” course attends classes 5 days per week for eight weeks and is “Certified and Registered at job entry level upon graduation. It teaches key identification, Warded locks, Lever locks, Disc locks, Code Books, Schlage Wafer Locks, Pin locks, Side Bar locks, Safe Combination, filing keys by hand, dismantling lock cylinders, tumbler types, making keys by impression, masterkeying, fitting tumblers to keys and keys to tumblers. Hands on involves the most common business and residential lock requests. It prepares a student to handle government, hospital, school, corporation, church, and apartment needs. It teaches lock mechanics, removal, picking, drilling, impressing, bypass, problems and cures. Graduates are prepared to open their  own shop or go to work for another locksmith.  The Basic Locksmith course earn a Diploma. Students applying for a diploma must receive no less than 60% of their training from Colorado Locksmith College.

BUSINESS AND COMMERCIAL COURSES
Colorado Locksmith College offers supplementary, ancillary, customized and lock maintenance classes for those needing limited training.  These courses earn a certificate and are not considered job entry level. They are designed for employees of Government and Business only. Check must be paid by business Government or company only

Colorado Locksmith College has adopted an open enrollment policy. Entry is permitted at any lesson, unless it is associated with a cluster of lessons depending on the first to make it comprehensible. Students missing the first must wait until the cluster is completed before entering.

Colorado Locksmith College reserves the right to cancel or reschedule any classes with less than six students in attendance. Those classes accepted and commencing with less than six students will remain at the discretion of the College to continue, reschedule, or cancel. (See Refund Policy)

Students attending supplementary, ancillary, lock maintenance, custom, and special subject classes are scheduled for like requests and taught in an independent classroom.

Students applying for a diploma must receive no less than 60% of their training at Colorado Locksmith College.

All lessons are 2 hours long. While not mandatory we would like student to attend 4 hours each day.

CERTIFICATION /  LIFE EXPERIENCE / TRANSFER OF CREDIT POLICY
Applicants with prior education or life experience wishing to become certified locksmiths can be tested and certified by Colorado Locksmith College. Students must meet all requirements of Colorado Locksmith College.  Test fees are not refundable and must be paid before the day of testing.
 
To transfer credit for prior education or life experience, students must complete written and hands on testing prior to admittance into classes . Test scores must meet minimum grade requirement set by the college   (refer to satisfactory progress).  Testing will be done on school property and test  material and documents will not be permitted to leave school property.

Veterans Credit For Prior Training
Students receiving Veteran Rehabilitation Benefits must report all previous locksmith training and education. The College shall then evaluate and award appropriate credit.

The college does not guarantee the transferability of its credits to any other institution unless there is a written agreement with another institution.

TUITION & METHOD OF PAYMENT
For those who qualify, Colorado Locksmith College accepts payment three ways: payment in full on or before entry; installment payments to be paid in full by completion of 75% of the course taken; by an off property lending institutes offering student financing.

Before credit will be granted the applicant must file a credit application, authorize a complete credit history investigation, meet all requirements that the creditor may have in order to obtain credit, and have the ability to make all payments as contractually scheduled.
 
Interest Due Contract
The College enrollment contract makes reservation for interest to be paid in the event of default or dishonor of the enrollment contract terms. Should default or dishonor occur, interest at the rate of 18% per annum will be due and payable at once along with the total remaining unpaid balance. No interest will be charged on accounts scheduled for payment in full before the date contracted for graduation; so long as, all payment terms of the enrollment contract are current and paid as agreed.

Suspension For Delinquent Payment
Delinquent contract payments will be grounds for student suspension from the College. No diploma, Certificate, or document indicating student progress or course completion shall be issued to a student, third party, guarantor or potential employer while any scheduled payment is delinquent. Payments scheduled to be paid in full before graduation shall prevent issuance of this same progress and program completion documents if scheduled payments are delinquent.


Tools And Supply Ownership
All locks, tools and classroom supplies belonging to the college and used by the students in class, and for homework, shall remain property of the college and must be returned to the classroom on the following scheduled lesson.

All teaching material is and shall remain property of the College. Any unauthorized removal of College property will be considered theft and may be grounds for disciplinary action up to expulsion and/or arrest.

Tools purchased and owned by the student or the student’s guarantor shall be property of the student and may be taken home at will, but shall not be allowed to commingle with college property.

ENROLLMENT POLICY
Students shall visit the school and be issued a catalog before signing an enrollment contract or entering class.

Potential students shall visit the college prior to enrollment, attend an orientation, and fill out an application. The applicant must be bondable, and is required to sign an authorization for the college to conduct a complete background investigation of his/her criminal history. When filing an application with the college the applicant will be expected to prepay those investigation cost listed in “prices at time of catalog”. All inaccurate information supplied to the college by a third party investigator shall be considered accurate until such time the reporting investigator amends his/her report.  The applicant will be expected to pay all government agencies, attorneys, or others, involved with correcting inaccurate records.  In cases where background information cannot be verified student enrollment may be delayed.

Applicants in the military or recently discharged will need to supply evidence of their current military status, or copy of their DD 214.

Applicants must be bondable and sign an authorization for the college to perform a full investigation of his/her criminal history.  An applicant my be denied enrollment at the college, at the discretion of the director, if an applicant has a criminal background.  All decisions related to enrollment and denial of enrollment shall be made solely by the college director and will not be influenced by any outside entity, or other cases used as applicant defense. All cases will be considered individually, based on the facts of that case, and without influence from any other case.

Applicants must be able to read, write, and demonstrate physical ability to use hand tools and other special locksmith equipment. They must supply name, address, phone number, driver license number, social security number for purpose of background investigation and identification prior to enrollment.

Late Enrollment
Colorado Locksmith College has adopted an open entry policy.  Applicants may enter classes at any lesson unless it is part of a cluster of lessons dependent on each other to be comprehensible.

POSTPONED START DATE and REFUND POLICY
“Postponement of a start date, whether at the request of the school or the student requires a written agreement signed by the student and the school. The agreement must set forth:
a. Whether the postponement is for the convenience of the school or student, and:
b. A deadline for the new start date, beyond which the start date will not be postponed. If the course is not commenced, or the student fails to attend by the new start date set forth in the agreement, the student will be entitled to an appropriate refund of prepaid tuition and fees within 30 days of the deadline of the new start date set forth in the agreement, determined in accordance with the school’s refund policy and all applicable laws and rules concerning the Private Occupational Education Act of 1981.”

Students not accepted by the school and students who cancel their contract by notifying the school within three business days are entitled to a full refund of all tuition and fees paid.  Students withdrawing after three business days, but before commencement of classes, are entitled to a full refund of all tuition and fees paid except the cancellation fee of $150 or 25 % of the tuition cost, whichever is less.  In the case of student withdrawing after commencement of classes, the school will retain a cancellation fee along with a percentage of tuition fees, which is based on the percentage of contract hours attended, as described in the table below.

(1) The refund is based on the last date of recorded attendance. All refunds shall be made within thirty days from the date of termination.

(2) The student will receive a full refund of tuition and fees paid, if the school discontinues a course/program within a period of time a student could have reasonably completed it, except that this provision shall not apply in the event the school ceased operation.

(3) Complaints, which cannot be resolved by direct negotiation between the student and the school may be filed with the Division of Private Occupational Schools, Colorado Department of Higher Education.  There is a two-year limitation on the Division taking action on student complaints.

(4) The policy for granting credit for previous training shall not impact the refund policy.

(5) As prerequisite to entry students shall prepay those expenditures connected with criminal background investigation. These expenditures plus any additional books, supplies, or tools, shall not be impacted by the refund policy and shall be kept by the school.

V.A. Refund Policies
V.A. policies only effects those disabled veteran students receiving Veteran Administration benefits and not the general public. The college policy for V.A. refund of the unused portion of tuition, fees, and other charges (exclusive of books, tools, supplies, and cost of criminal investigation of the applicant) in the event the disabled veteran fails to enter the course, withdraws, or is discontinued there from at any time prior to completion, provides that the amount charged for tuition, fees, and other charges for a portion of the course shall not exceed the exact pro rata portion of the total charges for tuition, fees, and other charges that the length of the completed portion of the course bears to it’s total length. The exact proration is determined on the ration of the number of days of instruction completed by the student to the total number of days of instructional days in the course.

ATTENDANCE POLICY
A student shall be considered tardy five minutes after class begins; further, should he/she accumulate a total of three tardys during a thirty day period, the third tardy shall be treated as missed day and a failing grade of “F” (“0”) shall be given for that day.

At the discretion of the director, students cutting class without justifiable reason will be subject to disciplinary action, i.e..., probation, suspension, or expulsion depending on the circumstances.  Students cutting three classes must make appointment with the director of the college and arrange make up classes or face possible disciplinary action or expulsion.  In those cases where a guarantor exists, notification shall be
given to the student guarantor along with attendance history.  In addition to notification of tardy or missed classes, the guarantor and student shall be notified of all disciplinary action. The extent of disciplinary action shall be solely decided by the college without outside pressure or influence.  All make up classes shall be paid at current hourly rates found under “prices at time of catalog”.

Make Up Classes
Students missing class must pay the hourly rate listed in the “Prices at time of catalog”. All make up classes will be taught in a classroom at Colorado Locksmith College by a qualified instructor and must be paid for on the day of make up.
 
Hang over, arrested, out of town visitor, vacation, are not acceptable reasons to miss class. However; doctor, or dental appointment are; a copy of the appointment will be expected for the student’s file.

Dropped Out & Expelled Students
Students shall be expelled for failing grades and will not be reinstated unless the College can be convinced reentry is not a waste of time. Those leaving class for medical or acceptable reason may reenter and continue classes at the next open window of their point of exit. Those students missing three consecutive lessons or ten percent of the course may be put on probation if those lessons are not scheduled for makeup and paid for before graduation date.

 Drop outs, Withdrawals, Interruptions
Attendance is taken and reported to the director daily. All drops, withdrawals, and unscheduled interruptions shall be computed to include the last date of attendance and will be forwarded to the student Guarantor within thirty days of occurrence.

MISCONDUCT
Students may be expelled and barred from reentry into class for theft, possession of drugs, firearms, and dangerous or illegal item on or near school property. The same is true for felony or misdemeanor arrest off property if locksmith training could enhance future criminal activity or poses a threat to society. Arrested students will be suspended from classes until cleared of all charges. Students subject to suspension or expulsion will be notified of the reason(s) and may appeal in witting to the school director. Student guarantors will be notified of failing grades, suspension, and/or expulsion. All Grading and education standards are based on those established by Colorado Locksmith College. The director will consider each case on its own merit, without influence from any other cases or outside influence.

Discrimination Policy Civil Rights
Colorado Locksmith College has a discrimination policy that forbids all students and/or employees from discrimination because of age, sex, race, creed, religion or color; however those applicants with handicap indicating he or she may not be able to find employment after graduation may be denied entry.

Expulsion Policy Civil Rights
Students violating the constitutional or civil rights of other students will be subject to permanent dismissal. This shall include but not be limited to discrimination or harassment related to sex, age, race, color, creed, religion, or handicap.

Job Placement Assistance
The College does not offer placement assistance, nor make any other guarantees; however, the college does solicit potential employers and       notify students of job openings as they occur.  It is the responsibility of the student to follow up on job listings. 

GRADING POLICY & SATISFACTORY PROGRESS

 A = 4 points
 B = 3 points
 C = 2 points
 D = 1 point
 F = 0 points / failing

Accumulative grades Divided by the number of lessons involved will determine the average grade of each student: i.e. four lessons; (A/4) (A/4) (B/3) (C/2), total 13 points, four lessons divided into thirteen equals 3.25 points or the average grade of “B”.

Grade Review and Transcript
Transcripts will reflect daily grades, and quarterly grade averages for each course. Students receiving a “D” for more than 10% of lessons completed are invited to visit the school director for possible nurturing. Students may schedule an appointment to review their grades with their instructor or the school director. With written consent from the student or guarantor grades can be furnished to any designated recipient.
